CICA Seeks To Hire New President

An ad on the Web site, www.captiveassociation.com, stated that the Minneapolis, Minn.-based association is seeking a "dynamic leader to serve in the president/executive director's position, to manage a captive insurance association, which represents members in the United States and abroad."
Michael R. Mead, director and past chair of CICA and director of the Arizona Captive Insurance Association and president of Crusader Captive Services, LLC, in Chicago, said because of the growth of the association the board has decided to seek a full-time employee, though it is expected that current president Carl A. Modecki may apply for the position.
"Carl is a contract employee and we do not contract for 100 percent of his time," he explained.
While the association has relied heavily on the board and committees to get things done, "Our size and complexity and strategic plan calls for a full time employed president who would take a lot of the work from the board and make it more of a strategic advisory group," Mr. Mead noted.
He added that the board currently spends time on every day tasks such as check signing and authorizations, reviewing investments and seeking out volunteers for committees.
"It's hard to find volunteers who have the ability and will give the time," he said. "We feel that with our size, and we've got the money, why not hire a full-time president and have that person do a lot more work?"
He noted that the association is "following the appropriate steps to solicit and hire a full-time president and it is our expectation that Carl is going to apply for that."
This would mean, however, that Mr. Modecki, principal of Carl A. Modecki Consulting Services in Port St. Lucie, Fla., would have to give up his association consulting practice and devote all of his time to CICA, Mr. Mead said.
Mr. Modecki said he has not yet decided whether he will apply for the position. He said devoting all his time to CICA "would not be a problem," but that he is "certain in my own mind that the job does not require full time because I can give them extra time now but I don't need to do so."
Another aspect, he added, is that CICA hasn't decided on an office, "And I'm not anxious to try to work full-time out of my home."
Even though his consulting business has "managed to move CICA along quite a bit over the last four years," he said there is a strong desire to make CICA "more competitive with VCIA [Vermont Captive Insurance Association] and that is the model they are going to follow."
According to the ad, the successful candidate should have a bachelor or master's degree in business, financial services, administration, or related field and a minimum of five years of management experience.
The candidate also "must have proven talent in creative and entrepreneurial thinking; demonstrated skills in program management, marketing, and member services; and confidence in public speaking," the ad reads. "This person will lead CICA going forward with the three to five year strategic plan which has been approved by the board and will be rewarded for growing the benefits and building the membership of the organization."
Resumes for the position must be received by 5:00 p.m., Sept. 10, according to the ad.
