NCOIL To Set Up D.C. Office

NU Online News Service, Aug. 26, 4:18 p.m. EST?The National Conference of Insurance Legislators announced it is opening an office in the nation's capital to develop a greater presence in Washington.

NCOIL President, New York State Sen. William J. Larkin, Jr., R, Ulster, said Timothy Tucker, who has worked for NCOIL in other capacities, will head the new facility. Mr. Tucker will serve as the Albany, N.Y.-based-organization's representative before Congress and executive branch agencies.

Mr. Larkin said Mr. Tucker will be responsible for "building strong and clear lines of communication" between state legislators in NCOIL and members of Congress and their staffs.

Mr. Larkin explained that Mr. Tucker will also serve as the main staff support person for the NCOIL State-Federal Relations Committee, which is chaired by New York State Sen. Neil Breslin, D, Albany. Mr. Tucker will report to NCOIL Executive Director Robert Mackin, Mr. Larkin added.

Mr. Larkin said recent congressional initiatives that would allow optional state-federal chartering of insurers, as well as ongoing state efforts to modernize insurance rate and form filing regulation, to establish one-stop shopping for company and producer licensing, and to reform market conduct regulation "all point to the need for a strong state legislative presence in Washington and on Capitol Hill."

"Tim Tucker possesses an ideal combination of private and public sector experience necessary to clearly articulate to Congress and the Administration the views of state legislators," Mr. Larkin stated, adding that everyone at NCOIL is "happy to have him on our team."

Mr. Tucker has served as director of state government affairs for the Independent Insurance Agents & Brokers of America since 1999. He also previously served as director of legislative affairs and education for NCOIL.

Mr. Tucker's appointment is effective Sept. 23. NCOIL said it expects to announce the location and contact information for its Washington office on Oct. 1. NCOIL's National Office will remain in Albany
