Florida CFO Jeff Atwater has named Carlos Lacasa the chairman of the board of governors for Citizens Property Insurance Corp. Lacasa, from Miami, is a former state representative and has more than 20 years of experience as an attorney with expertise in the insurance industry. 

"As the longest serving member of the Citizen's board of governors, Carlos has the experience needed to lead the board and serve the more than 1.4 million Florida insurance consumers covered by Citizens," says CFO Atwater. "Most importantly, Carlos was a member of the legislature when Citizens was created, so he knows firsthand the original intent behind Citizens and can guide the board back to that intended purpose."

Lacasa served in the Florida House of Representative from 1994 to 2002 and chaired the appropriations committee between 2000 and 2002. He is currently the vice president of operations and corporate general counsel of Managed Care of North America, Inc., a national managed care dental plan. As a practicing attorney for nearly 17 years, Lacasa focused on the areas of corporate finance, transaction law government relations and regulatory law.

Lacasa will chair a board made up of old and new members. Service terms for all eight members of Citizens' board of governors expired on August 1. Board members are appointed by the governor, the CFO, the Senate President, and the House Speaker, with each appointing two board members. Beginning with this slate of members, service terms will be staggered, with one person from each nominator serving a 3-year term and the other a 2-year term. The chair is appointed by the CFO from those selected to serve.

In August, Speaker Dean Cannon, R-Winter Park, reappointed Lacasa for a 2-year term and appointed Christopher Gardner, a shareholder with Kuykendall Gardner, for a 3-year term; Senate President Mike Haridopolos, R-Melbourne, reappointed Carol Everhart for a 2-year term and Tom Lynch for a 3-year term; CFO Atwater appointed Nancy Baily, executive director of the non-profit Florida Chapter of the ALS Association, and Rob Wallace, president of Environmental Engineering Consultants, Inc

Gov. Rick Scott has not announced his appointments.

The next board of governors' meeting is Wednesday, September 28, at the Hotel Duval in Tallahassee.
