In Plant City, Fla., Dept. of Insurance agents arrested a day care center owner on charges of insurance fraud on Feb. 13. Robbin Broadnax, owner of the Little Explorer Day Care, allegedly forged a certificate of insurance and submitted the records when she had no insurance at all.
