Louis W. Pietroluongo, a career civil servant, was named New York's acting insurance superintendent pending the arrival of Gov. Eliot Spitzer's permanent nominee for the office, Eric Dinallo.

Mr. Dinallo will join the department in a few weeks as a deputy superintendent and will take over as acting superintendent until his confirmation by the legislature, a department spokesman said.

Mr. Pietroluongo, according to the New York Insurance Department's Web site, was named first deputy superintendent in 2002, and has worked at the department since 1998.

He serves as the chief operating officer of the department and oversees the activities of the department's human resources office, administration, and disaster preparedness and fraud bureaus.

Prior to joining the department, he served for 32 years with the New York City Police Department, rising to the rank of deputy chief.

A department spokesman said Mr. Pietroluongo was named acting superintendent after former Insurance Superintendent Howard Mills' resignation took effect at the end of December.

Mr. Pietroluongo will serve as acting superintendent until Mr. Dinallo's arrival. The nominee was formerly a deputy attorney general when Mr. Spitzer was the state's attorney general.
